NGO-Government Cooperation
One of the objectives of the Project “Creating Enabling Environment for Socially Oriented Not-for-Profit Organizations in Georgia” is creation of flexible environment conductive of stable cooperation between welfare organizations operating in Georgia and the Government. Specifically, the Project endeavors to elaborate effective legal mechanisms, which will enable welfare organizations to replace, or effectively complement the Government in social service delivery. Therefore, the Project focuses on the form of cooperation where Government has a role of enabler and purchaser, while socially oriented organizations have the role of quality social service providers.
At this stage, effective mechanisms of cooperation between welfare organizations and the Government do not exist in the Country. The Government does not trust service provider organizations, due to an adverse effect for the state in previous years of tax benefits granted to organizations oriented on social care. Further, the state is not fully aware of effectiveness of outsourcing. Therefore, has not designed an effective mechanism, regulating interaction between the state and welfare not-profits.
In this connection, the Project aims to contribute on the one hand to institutional development of socially oriented not-profits operating in Georgia and thereby ensure the readiness of welfare organizations to deliver quality social services; on the other hand to elaborate a unified policy of social services outsourcing effectively regulating relationships between Government and welfare organizations.
