Legislative News

Two Agencies were Established within the System of Ministry of Labour, Health and Social Security of GeorgiaGovernment Resolution #121 adopted on June 16, 2007 altered a system of Ministry of Labour, Health and Social Security of Georgia. Pursuant to the Resolution two new agencies within the system of Ministry of Labour, Health and Social Security of Georgia shall be set up on July 1, 2007 – Agency of Health and Social Programmes (a sub-structure of Ministry of Labour, Health and Social Security of Georgia and a successor of State United Social Insurance Fund of Georgia.) and Agency of Social Subsidies (a successor of State Agency for Employment and Social Affairs. Partially, a successor of State United Social Insurance Fund).


Agency of Health and Social Programmes
On this basis, on June 26, 2007 Minister of Labour, Health and Social Security of Georgia adopted a Statute of the Agency (Order #198/N of the Minister of Labour, Health and Social Security of Georgia) . Pursuant to the Order, the main goal of the Agency is to organize procurement and/or financing of goods and services for the purpose of enhancing public health and social conditions of various groups of population. The main functions of the Agency are defined as follows:

  • Organization of public procurement to purchase goods and services for implementation of public health and social protection programmes;
  • For the purpose of implementation of public programmes, in accordance with requirements set forth in Law of Georgia on Public Procurement, entering into contracts with programme participants and control and supervision of implementation of obligations prescribed by the contract;
  • Preparation of and submission to the Ministry of Labour, Health and Social Security of Georgia detailed reports on the progress and expenditures of public programmes;
  • Informational support of public programmes, specifically, recording of public programmes’ beneficiaries, automated processing and systematization of data on services rendered;
  • Within the limits of its competency, cooperation with organizations working in the field of public health and social field;
  • Participation in and contribution to the events organized for the purpose of enhancing public health and social conditions;
  • Informational support to programme beneficiaries through the media and Agencies’ own resources;
  • Review of and decision-making on proposals, claims and complaints of beneficiaries on issues within the competency of the Agency;
  • Cooperation with international and local not-for-profit organizations;
  • Implementation of other functions and responsibilities prescribed by law.

The Head of the Agency is nominated by Minister of Labour, Health and Social Security of Georgia and is appointed by the Prime Minister of Georgia. The Agency has 11 territorial units representing the Agency in respective regions of Georgia:

  • Agency representative office to Guria;
  • Agency representative office to Imereti;
  • Agency representative office to Kakheti;
  • Agency representative office to Mtskheta-Mtianeti;
  • Agency representative office to Racha-Lechkhum-Kvemo Svaneti;
  • Agency representative office to Samegrelo-Zemo Svaneti;
  • Agency representative office to Samtskhe-Javakheti;
  • Agency representative office to Shida Kartli;
  • Agency representative office to Kvemo Kartli;
  • Agency representative office to Adjara;
  • Agency representative office to Abkhazia and South Ossetia;

Agency of Social Subsidies
Minister of Labour, Health and Social Security of Georgia adopted a Statute of the Agency of Social Subsidies (Order #190/N of the Minister of Labour, Health and Social Security of Georgia) . Pursuant to the Order, Agency of Social Subsidies is established as a legal entity of public law under the subordination and control of Ministry of Labour, Health and Social Security of Georgia. The goal of the Agency is realization of and contribution to implementation of state social policy. The functions of the Agency of Social Subsidies are defined as follows:

  • Implementation of and contribution to implementation of targeted social protection programmes;
  • Elaboration of proposals on social protection activities and implementation of existing programmes to reduce poverty and enhance social conditions of population;
  • Creating unified database of socially unprotected families and its periodic update;
  • Identification, recording, admission of social benefit recipients and organization of granting of social benefits;
  • Implementation of state programmes in the field of social protection;
  • Establishing relationship in the field of its activities with donor countries, international and local not-for-profit organizations, elaboration and implementation of collaborative projects;
  • Review of and decision-making on proposals, claims and complaints of beneficiaries on issues within the competency of the Agency;
  • Implementation of other functions and responsibilities prescribed by law.

The Director of Agency of Social Subsidies is appointed by Minister of Labour, Health and Social Security of Georgia. The Agency implements its function through central apparatus and territorial units in various regions of Georgia.
