One Window System in Local Self-governance
In cooperation with Eurasia Partnership Foundation and with its financial support, in July 2008 Civil Society Institute has began implementation of the One Window System in Local Self-governance Project. Project aims to support establishment of flexible and efficient public service system in Batumi Municipality and Kobuleti Municipality gamgeoba through implementation of one-window service system. Project provides for the following activities:

  • Elaboration of one-window system concept and support of its implementation;
  • Elaboration of the legal basis required for implementation of one-window system;
  • Consultations and trainings in the course of implementation of the one-window system;
  • Popularization of one-window system in other self-governance units

Civil Society for Public Service Reform in Kobuleti Municipality In July 2008 Civil Society Institute has began implementation of the Civil Society for Public Service Reform in Kobuleti Municipality Project. Project aims to perfect administrative system of Kobuleti Municipality and improvement of efficiency and transparency of its operation. Project provides for the following activities:

  • Study/analysis of standard acts regulating operation of the Kobuleti Municipality gamgeoba administrative system/structure;
  • Perfection of statutes of services making up Kobuleti Municipality gamgeoba structure and elaboration of job descriptions;
  • Trainings aimed at raising Kobuleti Municipality gamgeoba staff’s skills

STRENGTHENING THE LEGAL FRAMEWORK FOR CITIZEN ACTION THROUGH FREEDOM OF ASSOCIATION
Since May 2007 Civil Society Institute has been implementing Perfection of Non-commercial Legislation Project in cooperation with ECNL and with financial support of European Union. Project aims at improvement of legal environment and state funding through perfection of legislation. Within the framework of the Project, following activities have been scheduled:

  • Trainings and free of charge consultations for non-governmental organizations aimed to rise level of public legal awareness;
  • Study of existing means of state funding;
  • Elaboration of state funding perfection tools;
  • Study of practical implementation of amendments to Civil Code of Georgia;
  • Study of practical use of Charity status acquisition and related tax exemptions.

IMPROVEMENT OF LIVING CONDITIONS OF POPULATION IN EXTREME POVERTY AND ENGAGED IN AGRICULTURE IN WESTERN GEORGIA AND PROMOTING PROTECTION OF RIGHTS OF THE EMPLOYED
Project aims at promoting introduction of intensive agricultural production technologies in the regions of Samegrelo and Adjara, raising awareness of poor population engaged in agriculture, and developing their agricultural skills. In order to achieve this goal, the project envisages forming farmers' groups in Samegrelo and Zemo (Upper) Adjara, familiarizing them with and teaching them new technologies, assisting them with production means, delivering consultations in agricultural process, and linking them with sales markets after reaping the harvest. In the future project foresees establishment of farmers' associations and cooperatives as well.

SUPPORT OF ADMINISTRATIVE REFORM OF GOVERNMENTAL STAFF OF ADJARA AUTONOMOUS REPUBLIC
Within a framework of Public Administration Reform of the United States Agency for International Development (USAID), since November 2007 Civil Society Institute implements a project supporting administrative reform of governmental staff of Adjara Autonomous Republic.

Scope of the project includes:

  • Delivering trainings for employees of governmental staff in management of labor resources and communication;
  • Development of manual on management of labor resources and its introduction in the public service bureau;
  • Development of manual on project management and its introduction in the governmental staff;
  • Development of other documentation related to management of labor resources and its introduction in the governmental staff.

CIVIL SOCIETY FOR SUPPORT AND INSTITUTIONAL DEVELOPMENT OF ADMINISTRATION OF PROVISIONAL ADMINISTRATIVE-TERRITORIAL UNIT ON THE TERRITORY OF FORMER AUTONOMOUS REPUBLIC OF SOUTH OSSETIA
In June 2007 Civil Society Institute (CSI) with financial support of and in partnership with Open Society Georgia Foundation (OSGF), launched a Project – "Civil Society for Support and Institutional Development of Administration of Provisional Administrative-Territorial Unit on the territory of former Autonomous Republic of South Ossetia". The implementation of the Project is possible through active support on the part of Head of Adjara Autonomous Republic Government – Levan Varshalomidze and Head of Provisional Administration of South Ossetia – Dimitri Sanakoev.
The goal of the project is to contribute to institutional development of Provisional Administration of former Autonomous Republic of South Ossetia and to support its integration in Georgian society.
The following activities shall be implemented within the boundaries of the Project:

  • Organization of working meetings with participation of representatives of Provisional Administration of South Ossetia and Government of Autonomous Republic of Adjara;
  • Delivering qualification raising courses to employees of Provisional Administration’s apparatus;
  • Organization of official meetings aimed at exchange of experiences and development of cooperation between leaders of Provisional Administration, Adjara Autonomous Republic and Government representatives;
  • Organization of meetings in structural units of Adjara Autonomous Republic, Batumi City Hall, Constitutional Court of Adjara and Civil Courts.

CREATING ENABLING ENVIRONMENT FOR SOCIALLY ORIENTED NOT-FOR-PROFIT ORGANIZATIONS IN GEORGIA
The project “Creating Enabling Environment for Socially oriented Not-for-Profit Organizations in Georgia” was incepted in November 2006 with financial support of Evangelischer Entwicklungsdienst – EED. The primary objective of the project is to form favorable, sustainable, flexible legal and overall operating environment for and institutional strengthening of organizations delivering social services in Georgia. Emanating from this principal objective, the Project endeavors to elaborate effective cooperation mechanisms between socially oriented organizations and Government, to elaborate unified model of social services outsourcing and effective mechanism of Government financing of socially oriented not-for-profit organizations to enable welfare organizations to successfully cooperate with Government, gradually replacing Government or efficiently complementing it in social service delivery, to contribute to the process of deinstitutionalization, to raise public awareness in social issues. Emanating from these overarching ends, the project envisions implementation of the below enumerated activities:

  • Elaboration of uniform policy of social services’ outsourcing and government financing mechanisms of welfare organizations;
  • Elaboration of uniform legislative package incorporating, inter alia, mechanisms promoting cooperation between the government and welfare organizations, mechanisms of Government financing of welfare organizations, mechanisms contributing to formation of flexible operating environment for socially oriented organizations;
  • Strengthening institutional and organizational capacity of social service provider not-for-profit organizations;
  • Contributing to the process of deinstitutionalization in Georgia through involvement of social service provider organizations in the process;
  • Building and managing an efficient network of social actors, primarily social service provider organizations;
  • Researching the status quo market of welfare organizations operating in Georgia to determine development index of the organizations and create unified database;
  • Researching international experience in the field of social services outsourcing, government/not-for-profit cooperation, government financing of welfare organizations;
  • Establishing Legal Aid Center to deliver legal consultancy services to welfare organizations free of charge thereby contributing to institutional and organizational development of the organizations.
