Within the frame of Strengthening the Legal Framework for Citizen Action through Freedom of Association Project being implemented in collaboration with ECNL and with financial support of European Union, draft law on State Grants has been elaborated by the working group made up of Civil Society Institute representatives and invited experts. Initially state grants regulations as elaborated by the working group have been intended to make part of the law on Grants currently in force, yet, following particularities of issuing grants by the state that are significantly different from grant relations between private entities, it has been decided to prepare separate draft law.
Following further perfection of the draft law through its review by competent state bodies, non-governmental sector and other stakeholders, CSI will actively engagy in lobbying process. Under the draft law, institution of state grant is to be established along with basic principles of its granting and using, namely:
- Essence and definition of State Grant;
- State Grantors and Grantees;
- Basic Principles of Granting State Grant;
- Essence of State Grant Program and Basic Principles of Drawing it Up;
- Guarantees and Tools of Impartial Carrying out of State Grant Competition.
