CIVIL SOCIETY DEVELOPMENT PROGRAM

The objective of Civil Society Development Programme is to promote civil participation and contribute to the development of sustainable and viable civil society institutions in Georgia.

PROGRAMME PRIORITIES:

The principle priorities of the programme are provided below:

  • Improving overall legal and operational environment of socially oriented not-for-profit institutions operating in Georgia;
  • Improving legislation regulating non-commercial, not-for-profit organizations;
  • Contributing to development of civil society through delivery of high quality legal, tax, financial consultancy services.
CURRENT PROJECT

Project Title: Creating Enabling Environment for Socially oriented Not-for-Profit Organizations in Georgia

Project Overview

In the end of 2006 new priorities of the Programme were delineated. The Programme shifted its attention towards improving overall operating environment of socially oriented not-for-profit organizations operating in Georgia. In this context, a complex project was elaborated. The project "Creating Enabling Environment for Socially oriented Not-for-Profit Organizations in Georgia" was incepted in November 2006. The primary objective of the project is to form favorable, sustainable, flexible legal and overall operating environment for and institutional strengthening of organizations delivering social services in Georgia. Emanating from this principal objective, the Project endeavors to elaborate effective cooperation mechanisms between socially oriented organizations and Government, to elaborate unified model of social services outsourcing and effective mechanism of Government financing of socially oriented not-for-profit organizations to enable welfare organizations to successfully cooperate with Government, gradually replacing Government or efficiently complementing it in social service delivery, to contribute to the process of deinstitutionalization, to raise public awareness in social issues.

Project Overview

Since May 2007 Civil Society Institute has been implementing Perfection of Non-commercial Legislation Project in cooperation with ECNL and with financial support of European Union. Project aims at improvement of legal environment and state funding through perfection of legislation. Within the framework of the Project, following activities have been scheduled:

  • Trainings and free of charge consultations for non-governmental organizations aimed to rise level of public legal awareness;
  • Study of existing means of state funding;
  • Elaboration of state funding perfection tools;
  • Study of practical implementation of amendments to Civil Code of Georgia;
  • Study of practical use of Charity status acquisition and related tax exemptions.
